The voices of Political Activists and Students will be ignored by governments if they choose violence as a means for sending across a political message. A more intelligent and cooperative strategy is boycotting or organizing a sit-in. Groups like Violent Extremists are responsible for planning ambushes and bombings aimed at the government as well as police. Rivalries between Gangs creates violence on the streets which can escalate into a riot. Law Enforcement Agencies are constantly monitoring such groups and their activities and make a presence when the group or groups decide to organize.
Law Enforcement Agencies also recognize times and areas with greater potential for civil disorder and maintain a watchful eye over these danger zones. Areas where crowds gather are prone to civil disorder because they are areas of heavy social or political interactions. Pool halls, theatres, and taverns are at a great risk because they are commonly frequented by youth gangs and delinquents. Public parks and sports stadiums are also at a high risk because they can contain masses sharing similar interests or beliefs. People living in urban areas are often dissatisfied with the political system and have a greater tendency to cause a disturbance. Inefficient police work and broken promises from politicians leave urban areas feeling perpetually deprived. Some living in urban areas see it in their best interest to create a disturbance because it is an expression of frustration and the need for change.
