The Rio Treaty in 1993 is when countries passed the Agenda 21, which said the increase in CO2 could lead to a catastrophy and they said countries of the world should unite to voluntarely reduce the CO2 levels to what they were in 1990. The U.S. did not agree to this even though we produce the majority of CO2. In 1998 a country in Rio called the Kyoto Protocal which basicall asked what kind of progress is being made on the redcution of CO2, and eventually made it mandatory to reduce levels because only one country reduced the production of CO2. The U.S. did not abide by this treaty because in the short term we could have a recession, but in the long term we could help save our ecosystem, but that wasnt good enough for us.
