Public policy and public administration are the two subfields that Francis Fukuyama dealt with. Fukuyama discusses the individual makeup of social capital and the ways the government can help boost their state’s social capital by implementing certain policies. Also, the government needs to focus on being truthful with their citizens in order to promote trust, therefore satisfying the two subfields listed above.
Fukuyama defines social capital as “an instantiated informal norm that promotes cooperation between two or more individuals” (Fukuyama 1). Social capital must lead to cooperation in groups and therefore are related to traditional virtues like honesty, the keeping of commitments, reliable performance of duties, reciprocity, and the like” (Fukuyama 2).
