The National Center for Policy Analysis reviews Texas Republican Dick Armey’s
flat tax proposal to reform the current taxation system in the United States. This

credible, non-partisan site. The material is presented in a three page article by Bruce
Bartlett of the Alex de Tocqueville Institution. The author, Bruce Bartlett, has an
extensive and impressive political career in writing. The content of Bartlett’s article
reflects the beliefs of Dick Armey, a current congressman. I am convinced that the
website is a genuine source of useful, unbiased information, yet the author of the article
and creator of its ideas may lean toward mild political propaganda.
The National Center for Policy Analysis (NCPA) was established in 1983 as a
non-profit research institute of government policy for view by all individuals interested in
public policy. The NCPA is a “.org” website, which implies that the organization
recovers no monetary funds for profit. It does, however, set aside a donation page for
those who want to support its educational campaign. The site covers more than just
tax-related topics. The NCPA’s interests range from Social Security longevity to the latest
topics of debate in Washington D.C. The website contains a critical error in the title of
this document, which happens to be Dick Armey’s last name. This is a minor mistake on
the part of the editor in a major area of the presentation. The NCPA designed the layout
of its electronic homepage in a user-friendly way with an area to search the site and
