There would be no secrets concerning what the test covered because the curriculum would be public knowledge and the test would assess that curriculum. Unfortunately, we do not live in such a place. Therefore, test makers have created the content domain. The content domain is the material that would most likely be included in a national curriculum if one existed. Another obstacle test makers face is developing a passing score for these national tests. This problem has led to the development of norm-referenced tests which are scored by indicating how a student did compared to all the others who took the same tests. The chapter discusses these tests in detail, describing the fallacies associated with them in great depth.
